High-Level FSM and Australian Ambassador Visit Reinforces Regional Trust in NPA’s Passport Capability

Note Printing Australia (NPA) recently welcomed a ministerial-level delegation from the Federated States of Micronesia (FSM) alongside senior representatives from the Australian Government, as part of a DFAT hosted program to strengthen regional cyber and national security cooperation.

The delegation was led by Hon Leonito Bacalando Jr, FSM Secretary for Justice and Attorney General, and included Hon Carl D. Apis, Secretary for Transport, Communications and Industry, together with senior officials across justice, intelligence, telecommunications and natural resource management. They were joined by HE Jenny Grant, Australian Ambassador to FSM, and DFAT representatives.

A key objective of the visit was to provide assurance on how security considerations are embedded across NPA’s operations, particularly in the production of FSM passports. During the visit, NPA leadership provided an overview of the organisation, followed by a guided tour of passport production and a detailed discussion session with FSM and DFAT officials.

Throughout the discussions, FSM representatives emphasised the critical importance of continuity of passport supply to national security and citizen mobility. The Attorney General commended NPA’s production approach, risk management and forward planning, noting particular confidence in NPA’s ability to ensure FSM does not face passport stock shortages.

NPA’s integrated security model – spanning physical security, cybersecurity, trusted people, resilient supply chains and rigorous quality controls – was highlighted as a key strength.
